Jess Franco, P.E., has been providing
consulting and management services in the areas of performance
contracting, energy and operational conservation services,
Government contracting, and general procurement for the past
twelve years. Mr. Franco has over 38 years in
general construction and procurement, with over ten years
specifically in the performance and energy conservation arena.
He has been a speaker at numerous Federal forums
regarding performance contracting, especially as applies to
energy savings projects.

| School Building Week Nominations |

Every year, as part of National
School Building Week, a local elementary school is chosen
to be the focus of CEFPI’s workshop and participation.
The workshop is administered by our local CEFPI Las
Vegas Chapter, which is the primary advocate and resource for
planning effective educational facilities. In 2007,
School Building Week is scheduled for the first week in May
and we are asking our CEFPI membership for help in
determining which school should participate in this
workshop. Typically, the school chosen has been an older
school that is in line for renovations, or an at-risk
school. The objective of School Building Week is to
stage an architectural design workshop challenging students to
create projects demonstrating the “ideal learning
environment”. Guidelines for the workshops are to
explain “ideal learning environment” as it relates to students
at their level, and to implement organized fun and interactive
design process. Please send in your nominations with a
brief paragraph outlining why your school should be the focus
